The integration of maqasid sharia into pesantren ecotourism management provides a clearer framework for boarding schools that enter the tourism sector without losing moral, social, and ecological direction. Pesantren do not only carry out education and da'wah; they also bear a mandate for community empowerment. Ecotourism, on the other hand, requires environmental protection, local participation, and sustainable economic governance. This study develops the conceptual and regulatory basis for integrating maqasid sharia into pesantren ecotourism governance in East Java through a normative-conceptual review. The sources include literature on maqasid sharia, ecotourism, and pesantren, along with two main statutes: Law No. 18 of 2019 on Pesantren and Law No. 10 of 2009 on Tourism. The review shows that maqasid sharia can be translated into ecotourism operating standards through the protection of religion, life, intellect, lineage, and property. These five objectives set ethical limits for tourism activities and direct destination management toward safety, education, cleanliness, economic justice, and environmental preservation. The review also shows that existing regulations already allow pesantren participation, but they do not yet provide an operational model that explicitly connects pesantren, ecotourism, and maqasid sharia. The study therefore proposes their integration as a community-based Islamic tourism model that is religious, sustainable, and socially empowering.
