The expansion of global information technology and the penetration of transnational digital platforms have structurally transformed the contemporary communication ecosystem, including the acceleration of digital homogenization that threatens the sustainability of local cultural identities. This study aims to analyze the role of community media in maintaining local cultural resistance while identifying regulatory, technical, and economic barriers that limit its capacity in the era of digital convergence. The research uses a qualitative descriptive-analytical approach through literature review, regulatory document analysis, and critical reading of Indonesian community media case studies. The findings show that community media functions as a counter-hegemony through hyperlocal content production, the use of DIY and bricolage strategies, and selective use of digital platforms. However, the effectiveness of this function is constrained by infrastructure inequality, frequency limitations, migration costs, and regulatory disharmony between cultural advancement and broadcasting policies. These findings confirm that the sustainability of community media depends on policy alignment that recognizes community media as a strategic instrument for preserving local culture.
