This study examines the influence of regional revenue on infrastructure development in Gianyar Regency from the perspective of regional financial law and governance. The study is motivated by the importance of regional fiscal capacity in supporting public development within the framework of regional autonomy, alongside persistent issues of development inequality and budget management effectiveness. The research aims to analyze the relationship between Regional Original Revenue (Pendapatan Asli Daerah or PAD) and infrastructure development, as well as its legal governance implications for local government administration. This research employs an empirical legal method with a socio-legal approach. Data were collected through interviews, observations, and documentation studies related to regional financial policies and infrastructure development in Gianyar Regency. The findings reveal that increased regional revenue significantly affects infrastructure development, particularly in strategic sectors supporting economic and tourism activities. However, infrastructure development still faces challenges related to equitable distribution, transparency, and budget oversight effectiveness. This study argues that successful infrastructure development is determined not only by regional fiscal capacity but also by accountable, participatory, and equitable regional financial governance. The study contributes to the development of administrative law and regional financial law studies through a socio-legal approach to regional development policies.
